I would think this mirrors many 1996 corporate issues. New system development is on-going with older functionality being moved into the new system as time progresses. Someday the old system might be turned off. Ha! I don't think the new generation really understands what a million lines of code really looks like.

Now just to make things difficult we increase the complexity of the problem
